Tethering works again in iPhone OS 3.1.3!

Tethering is again possible under the latest iPhone OS even if you are connected via
a provider which doesn't have a formal agreement with Apple.

The previous update did cut off tethering connections from mobile companies that didn't
provide Apple's authentication certificate. In Belgium, this means that iPhone 3G/3GS connected
via Proximus can use the function again!
